It turns out the underground passages are only open at weekends, even in the school holidays. But we had to find that out from a laminated sign taped on the door, because that information wasn’t readily available online or over the phone.
There’s no tourist office in Exeter, so the whole business of trying to see anything much in the city is a bit tricky. I felt it was worth leaving a review to let others know and save anyone else having wasted trip. Hopefully I’ll get a chance to visit on a weekend some time.
